A “distorted love story” is set in Ikebukuro, Tokyo, and revolves around an ensemble cast including street thugs, high school students, a female radio host, an underworld doctor, a young information vendor, and a headless Irish fairy.

This seems like a cool setting - maybe like a Japanese version of Ghost Rider? So I would be willingly watch another episode but times skipping stories are tough to do well - even little problems with the narrative can get magnified, and make just keeping track of everything too much work for the entertainment payoff.
I like the headless rider, creepy yet cool which seems to be the impression the author intented with the main character's impression was. Not a cast of thousands but the players in this play are put up front with stories of their own. Some ways, Durarara!! reminds me of Boogie Pop Phantom where the story shifts from one perspective to the other in a parallel story telling. Later episodes we get to know the headless rider who seems more human than the monster she is and even has doubts of her own existance. Is she a monster or human made into a monster? I like stories like this.
